David Verhey
Managing Director

David Verhey serves on the Foursyte leadership team, where he oversees the company’s strategic services, client engagement, and company operations. A lawyer and senior policy advisor, he brings broad experience across legal affairs, national security, homeland defense, cybersecurity, advanced technology, and counterterrorism. His work spans sensitive programs and initiatives — including strategic policy analysis and decision support for senior leaders, commercial support for intelligence programs, advisory and assistance support for Special Operations Forces (SOF) training and operations, policy planning in Special and Irregular Warfare, and support to homeland defense missions. He has also helped found several companies, including FLG Counsel and URSA Mobile, Inc.

David’s career spans nearly twenty-five years in private practice and government service. He previously served as a Senior Advisor and Counsel in the Department of War (DoW), supporting Special Operations Forces, technology development, and classified missions under the U.S. Navy and the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (ASD SO/LIC) / Irregular Warfare Technical Support Division (IWTSD). Before joining the Department, he was a partner in a national law firm, a senior executive in the federal government, counsel to the California Governor, and a trial and appellate lawyer in the Office of the California Attorney General.

David holds a BA in History from the University of California, Santa Cruz, and a JD from the University of the Pacific. He is cleared TS/SCI.

Mike Dowd
Senior Advisor

Michael Dowd serves as a Senior Advisor at Foursyte, supporting the company’s operational security and risk management and advising Government customers on technical and digital security. His career spans more than two decades in leadership roles across the private sector, the Intelligence Community, and the Department of War (Special Operations), where he specialized in electronic warfare, communications, and signals intelligence. He previously served with the Special Operations Detachment X (JSOC/J2X) and was trained as a HUMINT and Technical Operations Officer for the United States Government.

Mike also serves as Chief Executive Officer of URSA Mobile, Inc., an advanced technology company focused on ultra-secure mobile phones, program services, and the construction and operation of Sensitive Compartmented Information Facilities (SCIFs). He is a certified instructor for CASO (USASOC) and XRY/G2 Forensics.

Mike holds a BS in Terrorism and Emergency Management and an AA in Computer Science. He is cleared TS/SCI.

Todd Huntley
Senior Director – National Security

Todd Huntley is a Senior Director at Foursyte, specializing in cyber operations and security, disinformation, investigations, international affairs, and space law. He is the Director of the National Security Law Program at Georgetown University Law Center and a frequent writer and speaker on national security issues. Todd retired from the U.S. Navy in 2020 after more than 23 years on active duty as a Judge Advocate General.

While on active duty, Todd served as the Deputy Assistant Judge Advocate General of the Navy for National Security Law, a Country Program Manager for the Defense Institute of International Legal Studies, and as a Senior Prosecutor. His support to the Special Operations community included service as legal advisor to U.S. Special Operations Command National Capital Region, staff judge advocate to Special Operations Command Central, and assistant staff judge advocate for cyber and information operations at U.S. Special Operations Command Headquarters. He deployed twice to Afghanistan with a Joint Special Operations Task Force in support of Operation Enduring Freedom and supported worldwide counterterrorism missions. He also advised the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control and the Joint Staff Deputy Director for Global Operations (J39).

Todd holds a BA in International Affairs, a JD from the University of Cincinnati, an MA in International Relations from the Fletcher School of Law and Diplomacy at Tufts University, and an LLM from Harvard Law School.

Director of Operations & Solutions

Gabriela Cujba Bruzeau leads Foursyte’s marketing, communications, and special projects, including business intelligence and technology summaries. A writer and editor by background, she has supported clients across a range of industries — most recently as a grant writer for federal hazard mitigation applications and as an editor for a New York–based non-profit that works closely with the United Nations and diplomatic missions.

Originally from the Republic of Moldova, Gabriela has spent considerable time abroad and maintains close ties to the diplomatic and UN communities, bringing a breadth of international perspective to the Foursyte team. She is fluent in Romanian and has operational proficiency in Spanish and Russian.

Gabriela holds a BS in Economics and a BA in English from Tulane University.
