BIO

Todd Huntley is of Counsel in FLG’s Washington DC office, where he specializes in cyber operations and security, disinformation, investigations, international affairs, and space law. With broad experience in a wide range of sensitive military and intelligence activities, he helps clients manage risk, comply with government regulations, and develop business strategies for activities that involve emerging technologies.

Todd is currently serving in the role of the Director of the National Security Law Program in addition to being a Lecturer in Law at the Georgetown University Law Center. He retired from the U.S. Navy in September 2020 after serving more than 23 years on active duty as a Judge Advocate General. His career has translated into extensive national security law experience advising senior military and civilian leaders, as well as academic experience teaching at Georgetown Law and The Judge Advocate General’s Legal Center and School.

While on active duty Todd served as the Deputy Assistant Judge Advocate General of the Navy for National Security Law, a Country Program Manager for the Defense Institute of International Legal Studies, and as a Senior Prosecutor. He has considerable operational law experience supporting the Special Operation community as the legal advisor to U.S. Special Operations Command National Capital Region, the staff judge advocate (general counsel) to Special Operations Command Central, and as the assistant staff judge advocate (senior counsel) for cyber and information operations at U.S. Special Operations Command Headquarters.

While in these positions Todd deployed to Afghanistan twice with a Joint Special Operations Task Force in support of Operation Enduring Freedom and supported a Joint Special Operations Task Force conducting world-wide counter-terrorism missions. He also deployed to Qatar, Iraq, and other locations in the CENTCOM AOR. While at the Pentagon he also served as an advisor to the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control as well as to the Joint Staff Deputy Director for Global Operations (J39).

In addition to his position at Georgetown, Todd is an adjunct professor with the Defense Institute of International Legal Studies (DIILS) and the Joint Special Operations University (JSOU). He is also a consultant with the Institute for Defense Analysis (IDA).

EDUCATION

Todd holds a B.A. in International Affairs and a J.D. from the University of Cincinnati, as well as an M.A. in International Relations from the Fletcher School of Law and Diplomacy, Tufts University, and an LL.M. from Harvard Law School.
