Bob Eatinger is a Partner in FLG’s Washington, D.C., office. With four decades of experience practicing law in the fields of national security, intelligence, and international law, Bob is an indispensable asset to clients with interests in global business and government services. His practice focuses on global risk, security, and special services.

Bob retired from the Central Intelligence Agency (CIA) in December 2015 from his position as the Senior Deputy General Counsel, the most senior career position in CIA’s Office of General Counsel, after 24 years supporting global operations, intelligence analysis, litigation, and special activities.  During his CIA career, Bob served as the Acting General Counsel from October 2013 to March 2014 and held several other senior positions, including Deputy General Counsel for Operations, Chief Legal Adviser for Counterterrorism, and Chief, OGC Litigation Division.  Bob also served a combined 30 years of active duty and reserve service in the United States Navy Judge Advocate General’s Corps where in multiple tours he specialized in intelligence law and national security litigation, including espionage prosecutions.   

As a nationally recognized expert, Bob has presented on intelligence law, ethics, and classified litigation at a number of top law schools around the country. He maintains a solo practice at Robert J. Eatinger, Jr., PLLC, practicing federal law with a national security and intelligence law focus is Of Counsel to Dunlap, Bennett & Ludwig, PLLC, a business and litigation law firm.

Bob received his JD in 1982 from the University of San Diego School of Law and his BS in Political Science in 1979 from California State University San Bernardino.

Bob is admitted to the Bars of the State of California and the District of Columbia.

Bob is a member of the Advisory Committee for the American Bar Association Standing Committee on Law and National Security, an Expert for Duco, and a member of the Network of Experts for The Cipher Brief.
